Summary: The estimated provision will provide free ice cream to every American redeemable on July 4th of each year. The provision only applies to natural born and naturalized American citizens. The value of $21.025 billion for the 10 year window is based upon the estimate population of the eligible US population, the estimated cost of ice cream, grown at the rate of inflation, and based upon a 95% adoption rate.

Modeling Used: Pulls population estimates and assumes that 52% of foreign born residents become naturalized citizens. Based off the BLS average price for ice cream, this value is then grown annually based on estimated inflation of 2.4% in 2026, 2.1% in 2027, and 2% in the long run, using FED estimates.
Additional Notes: The estimate of 95% is chosen based on the adoption rate of those would redeem the free ice cream each year.
