Fiscal Scores and Notes

The Fiscal Lab on Capitol Hill provides nonpartisan analysis of the budgetary and economic effects of proposed legislation, with a focus on policies relevant to the nation’s fiscal outlook.

A Fiscal Score provides a comprehensive 10-year estimate of a bill’s effects on federal spending and revenues, using an approach designed to approximate Congressional Budget Office and Joint Committee on Taxation scoring conventions where appropriate.

A Fiscal Note provides fiscal and economic analysis when a comprehensive 10-year score cannot reasonably be produced. Fiscal Notes may include partial cost estimates, historical spending or revenue data, program utilization, economic effects, comparisons to prior legislation, key assumptions, and other quantitative or qualitative research that helps policymakers understand the potential fiscal implications of a proposal.
