Base Realignment and Closure Commission (BRAC) was an independent federal advisory panel that had five rounds between 1988 and 2005, in which the Department of Defense would recommend base closures that were reviewed by BRAC, with the Congress taking a single up-or-down vote to approve or reject the recommendations en bloc.
