Homeownership Under Age 25 Fell to 15%

Homeownership by age from the Fiscal Lab housing brief, plus the federal 30% affordability benchmark.

The figures below are from Young Americans Are Struggling to Buy Homes.

  • In 2006, homeownership among people 24 or younger peaked at 19 to 20%, and roughly half of 25- to 34-year-olds owned a home.
  • By 2023 those shares were 15% and 42%.
  • In just the last few years covered by the brief, the under-24 rate fell from 18% to 15%.
  • Ownership among people 35 to 44 hit a low of 54% in 2017 and climbed to 64% in 2023.
  • HUD defines affordable housing as spending no more than 30% of gross income on housing costs, including utilities. A 2023 Pew Research Center study cited in the brief found that most Americans spend above that line, and more than a quarter devote over 50% of income to housing.
